Rules Recap / Solemn Assembly

The Unicameral “debated” 3 rules changes this morning. The 2 rules passed by the Rules Committee sailed through. Hansen’s rule proposal will now allow them to pass a multitude of gubernatorial appointments with one vote and allow for a single or multiple appointments to be pulled out for individual consideration and debate. The second was Ibach’s proposal to require a statement of intent within 3 days of the bill being referenced to a committee. It’s not quite as good as her original proposal of within 3 days of introduction, but it’s more time, and that’s great, we’ll take it!


Kauth then brought forth her proposal to reduce cloture if a senator votes Present Not Voting. Unfortunately, her rule has been majorly watered down. Our guess is this would be an incremental deal, a way to get the foot in the door.
As it’s proposed, the rule change would count the Present Not Voting votes as a no vote and would only be in effect for Final Reading.
