Statement of Intent: *LB1182 establishes a statewide minimum base salary of $50,000 for all full-time certificated teachers, regardless of experience or educational attainment, beginning in the 2027-28 school year. To prevent salary stagnation, the bill provides for biennial adjustments to this base salary based on the percentage change in state General Fund receipts. LB1182 would transition funding from the current Tax Equity and Educational Opportunities Support Act (TEEOSA) to a block grant funding system for foundation aid and salary support. By providing each school district with a quarterly block grant based on factors such as student enrollment and the new minimum salary requirements, the state will provide more predictable funding while allowing districts to maintain local autonomy over their operations.*

More Information: This one is simple – if a representative violates their campaign promises and/or lose the trust of their constituency, there should absolutely be a method for that constituency to remove the elected representative.
It’s also worth mentioning that it is far more appropriate to be handled by the voters than by another body of government or due to complaint by staff.

More Information: This is a reasonable change and enhancement of penalties. If an individual violates a ban or simply avoids obtaining the required permits and causes damage that results in the need of a fire department’s assistance, the taxpayers should not be on the hook for the cost.

Description: Change residency requirements for sheriffs in certain counties and continuing education requirements for law enforcement officers
Statement of Intent: *LB784 amends existing statutes related to county sheriffs and law enforcement. The bill would allow the sheriff in a county that does not contain a city of the one of the metropolitan, primary, or first class to reside in such county or an adjoining county while holding office.
LB784 would also restructure existing continuing education requirements for law enforcement officers by mandating at least 24 hours annually (was 32) and by allowing continuing education on de-escalation, officer wellness, anti-bias and implicit bias training and vehicular pursuit policies to be completed every three years, which would count toward the annual requirements.*

Description: Adopt the Freestanding Birth Center Act
Statement of Intent: *LB 1234 adopts the Freestanding Birth Center Act to provide an option for birth outside of the hospital setting. The birth centers created by the act would be licensed to provide services for labor, birth, early postpartum and newborn care to patients with low-risk pregnancies consistent with national standards within the Commission for the Accreditation of Birth Centers. The birth center’s clinical director shall be a certified nurse midwife.
The licensing procedures spelled out in LB 1234 include licensure fees and standards, the application process, details for licensure, renewal requirements, the limitations on scope of services and the change of ownership process or closure policies. Suspension, revocation and refusal to renew authority is given to the Department of Health and Human Services.
The birth center will support and respect the rights of patients. Informed consent, confidentiality, and participation in decisions relating to the management of care is encouraged.
The birth center will maintain health records and create a mechanism for data collection to assess efficacy and outcomes. Accident or health insurance providers for newborn care or maternity benefits may provide coverage for services by licensed providers working in the birth center or the birth center itself.*

More Information: While it sounds like this will provide options, this bill is probably going to see problems because it states a director must be a Certified Nurse Midwife (which we don’t disagree with) and certified nurse midwives, as it stands, cannot work independently of the OB, the OB would essentially be in charge. Overall, this bill is a step in the right direction for birthing freedoms.

Statement of Intent: *LB957 recognizes a cause of action against a parent or guardian who knowingly allows a child under the age of fourteen to possess a handgun, with strict liability for damages resulting from the child’s use of the handgun. LB957 also creates an offense requiring the safe and secure storage of handguns that a child under the age of fourteen could reasonably access, if the child exhibits the firearm in public or uses the firearm to cause bodily injury or death to a person. The offense does not apply if the minor obtains the firearm as a result of unlawful entry by any person, or the minor’s possession or use of the weapon is justified under sections 28-1406 to 28-1416.*

More Information: This proposal is a vast overreach that presumes any firearm is an implicit danger. It is unreasonable legislation over one’s own property and lessens one’s ability to have reliable home protection in the case of an imminent threat. Restricting responsible, law abiding gun owners has never resulted in a reduction of such tragedies as described in the bill.

Description: Constitutional amendment to provide a new method of valuing real property for property tax purposes, provide a limit on property tax increases, provide certain exceptions, provide requirements for declared emergencies, provide for emergency bond levies, and eliminate conflicting constitutional provisions
Statement of Intent: *LR292CA proposes a constitutional amendment to the electorate of the state of Nebraska to be approved or rejected at the general election in November of 2026. Should the amendment be approved, beginning January 1, 2027, two systems of property valuation will be established: Fair Market Value and Taxable Market Value. Fair Market Value is updated by the county assessor. Taxable Market Value establishes the baseline for tax liability based on 2026 assessed value or purchase price for home purchases made after 2026. The Taxable Market Value does not change until sold. The tax liability will only increase year-to-year based on the Consumer Price Index rate.*
The amendment also provides language for handling land classification, improvements, and emergency situations.*
