Description: Change provisions of the Legislative Performance Audit Act

Statement of Intent: *LB 228 updates references to government auditing standards from the 2018 revision to the 2024 revision. It also clarifies that planning documents are included within the Legislative Performance Audit Act’s definition of working papers and that correspondence between audited agencies and the Legislative Audit Office are not considered public records.
For tax incentive audits, LB 228 clarifies that only those metrics that are applicable to the audited program will be analyzed. The bill also changes joint hearings for presentation of tax incentive audit reports from required to permissive, as decided by the Legislative Performance Audit Committee.*

Description: Eliminate online voter registration, restrict voter registration by mail, require grounds for early voting, require hand counts of ballots, and change provisions relating to voter registration and voting

Statement of Intent: *LB 541 seeks to more closely honor the intent of Nebraska voters who approved a voterID law in 2022 by assuring that valid photo IDs are associated with each registered voter. It also secures Nebraska elections by reverting to the previously observed form of absentee voting, in which the voter attests to being unable to vote in person on a given election day. Additionally, it adds security features to official ballots, expands the number of ballots that are hand-counted, sets parameters for the approval of vote tabulating machines, and enhances the security of ballot drop boxes.*

Statement of Intent: *Too often, the court system creates an undue financial hardship on people when it fails to prove its case in a criminal trial. The intent of LB 127 is to reduce this hardship, assure the duties and ethics of the State of Nebraska to exercise restraint when making prosecutorial decisions. 
LB127 would expand the rights of the citizens and entitle those not-guilty a financial recourse by recognizing the State of Nebraska’s responsibility. *
