Description: Change provisions of the Nebraska Apiary Act and create the Nebraska Apiary Advisory Board
Statement of Intent: *LB 540 creates the Nebraska Apiary Advisory Board. It also calls for the University of Nebraska Board of Regents to create an extension educator position with specific knowledgein the area of apiculture.*

More Information: Year after year, a senator attempts to regulate Nebraska Beekeepers. LB540 is a very minimal bill comparatively to years past. It creates task force for “research and recommendations on regulations” and a single paid position with UNL to “educate and inform” on the issue. This is a bad bill that will negatively impact beekeepers across the state down the road. No beekeeper has asked for this legislation. In fact, NE already has several associations and privately run organizations that provide resources and education to whomever wants it. The university system already has an apiary program too that has been entirely useless. Why would we now pay more to extend that program that isn’t proving to be beneficial to beekeepers?
LB540 is simply the foothold to bringing burdensome regulations in the future.

Description: Provide exemptions under the Foreign-owned Real Estate National Security Act
Statement of Intent: *LB476 clarifies that a property interest of an alien is not subject to the Foreign-owned Real Estate National Security Act if the alien acquired the interest while authorized to accept work pursuant to 8 C.F.R. 274a.12, subsequent to acquiring the property interest the alien does not meet the definition of a non-resident alien, or in the future meets the definition of a non-resident alien. It also clarifies that aliens holding a property interest in these scenarios are not in violation of or in continuing violation of the Foreign-owned Real estate National Security Act. These exceptions do not apply to a restricted entity or their agent, trustee, or fiduciary.*
More Information: While we take no issue with legal immigrants owning homes while they have the proper documentation to work, this legislation opens it up for these immigrants to buy up multiple homes, rent them out, and not maintain the proper documentation to continue working or even live here. Many of the situations like that in Omaha end up becoming slum lords that neglect the property and don’t ensure good tenants.

More Information: We’re not entirely sure what this legislation accomplishes, but we feel many of our members and followers might have interest. For that reason alone, we’re neutral on the issue.

Statement of Intent: *LB 614 provides flexibility to cities of the first and second class to address situations where the boundaries of the city and its extraterritorial jurisdiction expand out to include farms and farm buildings. The bill would allow those cities to exempt such buildings from the city building code and other ordinances which are more suitable for urban environments.*
