Statement of Intent: *LR14 would replace LR14 from 2021 and serve as Nebraska’s application for a convention of states under the authority of Article V of the United States Constitution for proposing constitutional amendments, eliminating the sunset clause. The convention would be limited to amendment proposals from the following subjects: limiting the size and scope of the federal government; considering fiscal restraints; and considering term limits. Amendment proposals approved by the convention would be submitted to the states for ratification following the process found in Article V of the United States Constitution.*

Statement of Intent: *LR22CA is a constitutional amendment that provides the right to a clean and healthy natural environment and requires the state and political subdivisions to serve as trustees of Nebraska’s natural resources.*

More Information: It sounds nice and all, but what is the point? Most people would seemingly agree with the statement. However, the amendment provides no mechanism to accomplish anything nor what they’d be trying to accomplish. Are they going to say cow farts go against people’s rights to a clean and healthy natural environment? Or, are we saying the pharmaceuticals dumped into our waters violate people’s rights? This could be great or really dumb.

Description: Prohibit cities of the first class from receiving state aid from the Municipal Equalization Fund

Statement of Intent: *LB 354 intends to exclude certain cities from utilizing the Municipal Equalization Fund.*

More Information: The first class cities excluded in the bill range from 5,000 to 100,000 residents. Many smaller cities closer to the 5,000 mark are concerned about losing this aid and the potential impact.

Conclusion: LB354 threatens the ability of small first-class cities like Schuyler to provide essential services and maintain a vibrant community. Municipal Equalization Funds are crucial for our city’s operations. We must work together to ensure state senators understand the importance of these funds and advocate for a fair and equitable solution that supports all Nebraskans.

We’ve taken a neutral position with conditional concern for the smallest of 1st class cities. However, for larger, more stabilized cities, we could be supportive.
