The Legislative Committee Clerk Support Proposal is a plan to centralize the hiring/firing, direction, and assignment of work to the committee clerks under the Clerk of the Legislature.
The proposal includes firing 5 clerks and hiring 8 additional assistants to the committee clerks staff.
Throughout our engagement with the legislature, we have become accustomed to working with a singular committee clerk respective to their committee and that they have the most insight into the intent and agenda of the committee chair.
It is unlikely that removing the direct oversight and working relationship with a committee chair will improve the success of the committee and its statements.
If the goal is to reduce mistakes in documents provided, additional training should be made available (sounds like the senior committee chairs are already on top of this).
The Chair/Clerk relationship is an extraordinarily important one that is obvious even from the public eye. To place that decision with the Clerk of the Legislature creates a risk that clerks and the committee chairs may not align in ways important to fostering cohesive and efficient committee.
